How to complete 'Create a Collection' Steam Winter Sale Quest

Completing the Steamville Holiday Quests for the Steam Winter 2019 Sale? Stuck on the Create a Collection quest? Well, so was I. Here is the solution, however. It's super buggy, so just keep trying if it doesn't immediately work.

After completing the challenge, and it doesn't update:
- If using a browser: Press Ctrl+F5 to refresh the challenge page and clear temporary data for it
- If using Steam: Restart Steam
