MS-Server-2016-core does not have control panel or exploer setup by default. I found that note pad works which I think is really neat. When saving a .txt file, you have the option to 'Save As'. When this option is selected, a substitute explorer window opens and allows the user to choose the save directory. The save 'Wizard' works like File Explorer In the example I have ESXI-6.5 as a virtual machine I created in VMWare Work Station. I use vSphere Client to remote into the ESXI VM and create Virtual Machines. The first VM I created was Server-2016-Core[No-GUI]
