Hurricane Dorian: Effects to be felt in Hampton Roads, N.C. on Thursday, Friday

The effects of Hurricane Dorian will likely hit the Outer Banks the worst but tropical storm-force winds are expected north through Virginia Peninsula. Flooding is possible in southeastern Virginia and North Carolina.
