The remark comes as the two organisations are holding their annual spring meetings in Washington.
Venezuela's National Assembly leader Juan Guaido challenged the legitimacy of embattled President Nicolas Maduro in January as the country's acute economic crisis worsened. The United States and about four dozen other countries now recognise Guaido as Venezuela's leader. However, Russia, Cuba and China still recognise Maduro as the country's leader.
